As much as we are born again and our spirit self is recreated, sanctified and completely holy, our soul which is our mind is still carnal, inclined towards the flesh. So God commands us to be transformed by having our minds renewed. Transformation will not just automatically happen. You have to chose to be transformed. You can be a Christian for so many years, even be serving in church, but you have never been transformed. You are still carnal. You have to choose to be transformed.
